ABOUT THE AGENCY

The Tehama-Colusa Canal Authority (TCCA) is a Joint Powers Authority serving irrigation water to eighteen Central Valley Project (CVP) Water Districts.  The TCCA Board of Directors is made up of representatives from sixteen Northern California water agencies.  Pursuant to a thirty-five year Operations, Maintenance, and Replacement (OM&R) Transfer Agreement with United States Bureau of Reclamation (USBR), TCCA has responsibility for the Sacramento Canals Unit of the CVP.The TCCA service area spans four counties (Tehama, Glenn, Colusa, and Yolo) along the west side of the Sacramento Valley.  It provides irrigation water to 150,000 acres of productive farmland, growing a variety of permanent and annual crops valued at over $250 million per year, and contributing over $1 billion to the regional economy annually. TCCA’s primaryinfrastructure includes the TC Canal (110 miles long), the Corning Canal (22 miles) and Pumping Plant (350 cfs), Funks Reservoir, and the Red Bluff Pumping Plant (2,000 cfs diversion on the Sacramento River) and Fish Screen (1/4 mile long).  TCCA’s primary headquarters is located five miles west of the town of Willows, California.  The TCCA also has a work complex two miles south of Red Bluff, California, whereits water diversion facilities are located on the Sacramento River.  TCCA employs a talented staff of up to 17, with the mission of maintaining and operating this important regional water conveyance system to reliably serve the irrigation needs of its member water districts. 

ABOUT THE COMMUNITY

The TCCA service area spans the westside of the Sacramento Valley, an area surrounded by agriculture (predominantly rice, almonds, walnuts, and row crops), the economic foundation of the surrounding rural communities.  The TCCA headquarters, the General Mansager’s primary place of work, is located outside of the town of Willows (Pop. 6,300) in Glenn County.  Nearby Chico, and a bit further Sacramento and Redding, offer larger city amenities and urban centers.  The Northern California region is famous for its great recreational and outdoor opportunities:  Lassen Park, Mount Shasta, Lake Tahoe region, North Coast, hunting, fishing, hiking, camping, numerous lakes and rivers, wildlife refuges, water sports, and winter sport opportunities.  Northern California is great place to balance your work/life schedule and raise a family. 

THE GENERAL MANAGER POSITION

This is a unique Executive Employment Opportunity to captain a large, dynamic and progressive public water agency located in the heart of the Sacramento Valley.  The TCCA General Manager serves as the Agency Executive Officer, reporting to a sixteen-member Board of Directors.  He/she administers the Authority and its staff, and has management and control of the operations and works of the organization, subject to the policy direction and guidance of the Board.  The GM provides day-to-day leadership for the agency, and has general responsibility and control over the property and infrastructure within its purview.  The General Manager role requires close coordination and frequent communication with the TCCA Member Districts, the landowners, local, state and federal agencies on variety of water and resource related issues.  The General Manager serves as the public point of contact and face of the organization.  The General Manager participates in a variety of water policy and water resource planning activities representing the interests of the TCCA, its water users and the region.   

IDEAL CANDIDATE

Knowledge of California and Reclamation water resource issues, water policy, water and environmental laws, regulations, and legislative processes.  Experience managing agency staff in operations and maintenance of large water infrastructure, workforce development, effectively and efficiently delegating responsibilities, planning(short and long term) and agency organization, policy development, budget development and management, and project implementation.  Proficient in professional relationship building skills.  Experience working with a Board of Directors, local stakeholders, and local, state and federal electeds and resource agencies.  Strong leadership skills, sound judgment and discretion, skilled collaborator and consensus builder, capacity to navigate complex situations.  Ability to effectively communicate, both written and verbal, withagency constituency and other agency personnel, and the ability to meet with and serve the public courteously, efficiently and effectively.     

QUALIFICATIONS

Education:  A Bachelor’s Degree (or equivalent thereof) from an accredited college or university with an emphasis on public administration, business administration, water resources, water policy, planning, engineering, or a related field, or significant work experience and training in related field that would provide the required knowledge and abilities. 

Experience:  (5) years of increasingly responsible experience in irrigation or water agency, including (3) years of administrative or supervisory responsibility.  Possession of a valid California Driver License (or ability to obtain) and satisfactory driving record. 

COMPENSATION AND BENEFITS

General Manager Annual Salary Range:  $190,000-$240,000 [Dependent on experience and qualifications].  District work vehicle provided.  Exempt position.

Retirement:  District contributes 14% annual salary to retirement plan, immediately vested;457 employee funded deferred compensation plan offered; TCCA does not pay into social security.

Mechanic/Welder Duties: Under the direction of the General Manager/Operations & Maintenance Supervisor.

  • Maintains and repairs all Authority mechanical equipment, vehicles and construction equipment;
  • In conjunction with warehouse functions, operates a computer-based equipment preventative maintenance program;
  • Maintains an appropriate inventory of spare parts and other maintenance items;
    Reads and interprets mechanical equipment and vehicle specifications and details;
  • Fosters a positive attitude among Authority employees about the proper and safe use, service and maintenance of Authority equipment;
  • Supervises employees assigned to vehicle maintenance and, when directed, trains or assists in the training of subordinates;
  • Processes records and receipts relating to job costs and time expenditures of equipment and Authority personnel engaged in the repair and maintenance of Authority equipment;
  • Performs welding work and fabrication of special equipment;
  • Maintains file of Safety Data Sheets

Maintenance Technician Duties: Under the direction of the Operations & Maintenance Supervisor.

  • Constructs, remodels or removes wood frame, concrete, masonry, metal and other types of structures utilizing a variety of skills including carpentry, plumbing, electrical, masonry, concrete placing and finishing, arc and acetylene welding/cutting;
  • Fabricates tools, fittings and other parts or components needed for Authority maintenance and construction projects which can not be readily or economically acquired commercially, utilizing a variety of skills including arc and acetylene welding/cutting and machining.
  • Operates various construction and maintenance equipment.
  • Removes, repairs, tests and installs a variety of sizes and types of water meters and pressure regulators, troubleshoots and repairs computerized canal automation system;
  • Reads turnout meters and recorders, downloads files from computerized metering systems;
  • Works independently or as a member of a crew to efficiently and productively provide assistance as needed in the repair, replacement, operations and maintenance of Authority facilities; keeps turnout trash grates clean to prevent disruptions in diversion flows.

Qualifications:

  • High school diploma or the equivalency thereof, together with advanced technical training in equipment repair (gas and diesel) from a training institution.
  •  Three years of experience, or combination of training and experience, as a Master Mechanic, or comparable non-Authority position.
  • Prefer heavy equipment operator experience.
  • Prefer basic knowledge of, and experience in a majority of the following crafts: wood working, plumbing, electrical, masonry, concrete placing and finishing, arc and acetylene welding/cutting and machining.
  • Knowledge of basic construction tools and equipment; basic knowledge of Authority operations and materials used in water-transmission systems.
    Valid California driver’s license, has or ability to obtain a Class A Driver’s License and satisfactory driving record.
